What are all thuse trucks on the Mall?

There has been some activity on the Mall recently that has been hard not to notice. Here's the deal: The City of Charlottesville is taking the time to "slip line" the existing industrial water supply under the mall. What does that mean? In a nut-shell what it means to thread a smaller utility pipe into a larger existing utility pipe. This new waterline will provide water to the decorative fountains up and down the mall, as well as provide water for the landscaping crews to water the flower planters.
